Public Consultation for Belton Parish Council acquisition of The Royal British Legion Hall

The Parish Council wants to hear your views on its proposal to purchase the property, The Royal British Legion Hall, Haven Close, as a community asset to meet community needs for now and in the future.

You may be aware that The Royal British Legion has closed the Belton branch and decided to sell the hall and have attempted, via a planning application, to change its permitted use to residential, which was denied by NWLDC. Accordingly, the Parish Council has had discussions with the agents for The Royal British Legion Hall to acquire it as a village asset for small scale parish use.

We have a once-in-a lifetime opportunity to secure existing community facilities for the future, and meet the long term need of the village.

In order to purchase the hall, the Parish Council would propose to take out a loan from the National Loans Fund. The NLF is managed by HM Treasury and provides finance for parish councils and other public bodies.

The cost of servicing the loan would likely require a modest increase in the annual precept, meaning slightly higher council tax for parishioners.

In addition, there would be costs for improvements and ongoing maintenance and insurance. It is hoped that these costs would be largely covered by grant funding and income.

A business plan is being prepared to examine these costs in detail, but in the meantime the Council would like to understand the level of support for this proposal in the village.

This is an important proposal for the future of our community. It is unlikely we will have another building available for community use. We are therefore keen to hear your views.
